The initiative to have a "harmonized manual for trademark registration procedure" goes back to the processes that began in 1997 within the Secretariat of Central American Economic Integration (SIECA). The efforts continued within the Ministries of Central American Countries reaching to the fourth Ministry meeting in Nicaragua in 2015 whereby the parties agreed to work on regional intellectual property projects. The Manual was finally launched in February 2016.
